Town of Ulster

• Drugs: Peter A. Wenzel, 39, of Poughkeepsie, was arrested by state police at Ulster at 2:26 p.m. Sunday, May 17, on Ulster Avenue and was charged with one felony count of possession of a forged instrument and four counts of criminal possession of a controlled substance, all misdemeanors. He was issued an appearance ticket for Ulster Town Court.

DWI: William J. Gans, 49, of Kingston, was arrested by state police at Ulster at 10:50 p.m. Sunday, May 17, on state Route 28 in the town of Ulster and was charged with drunken driving and driving with a blood-alcohol content exceeding 0.08 percent, both misdemeanors, after being stopped for a vehicle and traffic law violation. He was issued an appearance ticket for Ulster Town Court.

Catskill

• DWAI-Drugs: Lucius S. Jenkins, 41, of Athens, was arrested by state police at Catskill at 5:39 p.m. Sunday, May 17, on U.S. Route 9W in Catskill after being stopped for a vehicle and traffic law violation. Jenkins was subsequently arrested on charges of driving while ability impaired by drugs, criminal possession of a controlled substance and false personation, all misdemeanors. Esopus

• Drugs: Kelvin R. Matthews, 43, of Kingston, was arrested by state police 2:40 p.m. Sunday, May 17, at U.S. Route 9W and Old Post Road in the town of Esopus and was charged with criminal possession of marijuana. Police said Matthews was found with more than 16 ounces of marijuana, a felony. He was being held pending a court appearance.

Plattekill

Drugs: Mark J. Deso, 27, and his passengers, Michael C. Harrington, 24, and Frances E. Carter, 32, all of Coxsackie, were each charged with felony possession of a controlled substance after Deso's vehicle was stopped by state police at Newburgh on the Thruway in the town of Plattekill for traffic violations. Police said they found 2.5 ounces of heroin in the vehicle. All were released with appearance tickets for Plattekill Town Court.

Red Hook

Criminal mischief: Nathan P. Hernandez, 19, of Catskill; Payton M. Hernandez, 22, of Hudson; and a third unnamed individual, age 18, of Hudson, were arrested by state police at Rhinebeck at 11:13 p.m. Sunday, May 17, and were each charged with criminal mischief, a felony, following a reported disturbance at 7220 South Broadway in Red Hook. All were issued court appearance tickets.

Town of Rochester

Assault, imprisonment: Russell M. Vesely, 27, of Kerhonkson, was arrested by state police at Ellenville at 6:31 a.m. Monday, May 18, at 439 Granite Road in the town of Rochester and was charged with felony assault (causing injury through risk of death), along with criminal obstruction of breathing (applying pressure) and unlawful imprisonment, both misdemeanors. Further information was unavailable.

Saugerties

Endangerment: Louis Barbaria IV, 26, of Saugerties, was arrested by Saugerties police on Sunday, May 17, and charged with reckless endangerment of property, a misdemeanor. According to a complaint filed by Barbaria's landlord at 32 Valk Road in the town of Saugerties, Barbaria permitted his animals to defecate and urinate in and on the apartment floors for more than a month. Police said the excreta was seeping into the apartment below, creating a substantial health risk to the occupants, while also causing extensive damage to the floors and walls of the apartment. Barbaria was released with a ticket to appear in Saugerties Town Court.
